It is a fraud to claim a medicament or method to be effective despite it still is not proven.

There is a myriad of frauds of this type.

Example:

Homeopathy is completely worthless and in the over 200 years since its invention there is not a single proof done which proves the efficacy of homeopathy. Despite this undeniable fact homeopaths insist with their claim that it is effective.
